When a member of the LSFD is around you should be unable to check in to encourage interaction with LSFD. Most whitelisted servers have this and I think it would give LSFD an actual reason to be around as in the short time that i've been in this server I have witnessed some people who would rather check in then RP with the LSFD. When they are no LSFD around then you can check in again. If this isn't something that can happen for whatever reason perhaps have high prices on checking in with the local doctor when there is at least one to two LSFD member on duty could be another avenue to go down. RP for ALL roles is important.

This would become a massive mess, there are simply not enough LSFD around at one time to cover everything if there is a big situation for example and you are unlucky enough to be uninvolved but have too get healed for some reason it would take you a unreasonable amount of time.

Yes, just to put this into perspective. Imagine this:

You forget to put your seatbelt on while driving alone; you crash and because you forgot to put on your seatbelt, you fly through your windshield and call 911 for help.

At the same time, cops and paramedics have their hands tied to and they are currently responding to a deadly bank robbery where 5-7 officers and 4 suspects are also downed. Those scenes can take quite a while to clear up and be safe for paramedics to move in.

Now imagine you have to wait for paramedics to be able to respond while all of that is ongoing.
